LLTG(R) Donna Martin graduated from Old Dominion University and was commissioned into the Military Police Corps in 1988, later earning a master’s from the United States Army War College.

She has held senior leadership roles across multiple U.S. Army organizations, including the United States Army Recruiting Command and the United States Army Criminal Investigation Command, and served as the Army’s 67th Inspector General until retiring in 2025.

She lives in Williamsburg, Virginia, remains active in her community, chairs The ROCKS Inc., and serves on the advisory board of wear blue: run to remember!

Mr.Flowers brings over 30 years of leadership experience across the public, private, and nonprofit sectors, including 29 years in the Army, with expertise in strategic planning, mentoring, budgeting, fundraising, and program development. He has been a member of The ROCKS since 2006,and has served on the National Board since 2014 in membership development and finance roles.

As Vice Chair, he support the Chair, presides when needed, and helps guide Board operations through clear communication, fostering collaboration, maintaining strong chapter engagement, and ensuring disciplined execution of the Strategic Plan.

Proud mother, educator, and military veteran, she is a 25+ year member of The ROCKS Inc. and former senior United States Department of Defense civilian official. She is CEO of On Mission, LLC, advising on national security and defense, and has led major anti-terrorism programs protecting Pentagon personnel and facilities.

She served 25 years in the Army’s Military Police Corps, including leadership roles during 9/11 response operations and deployments to Iraq and Afghanistan. Her experience also includes political campaigns, congressional fellowship work, and leadership in civic organizations.

She holds advanced degrees in homeland security, public policy, and criminal justice, and has served as adjunct faculty and executive education participant.
