      Ray Bingham is a strategic communications professional with 39 years of experience in organizational planning and execution, research and analysis, problem solving, and leading change. His corporate experience includes service as a Director of Communications, and Senior Project Manager with CACI International. He is a Principal Advisor, mentor and executive level coach supporting an Army Acquisition Program Management Office within the NCR.  


     Bingham is a ROCKS Inc Life Member that served at the chapter level in Fort Stewart, GA and Fort Cavazos, Texas in addition to previous service as the Vice President for Membership and the Vice Chairman of the National Board.  Bingham is an Army War College and Joint Staff College graduate/Senior Military Fellow at the Center for Strategic and International Studies. As a Field Grade, Bingham served in a myriad of positions including: Chief, Congressional Activities Division, and Chief, U.S. Army House Liaison Division. He also served as Field Artillery Branch Chief; Commander, 1st Battalion, 82nd Field Artillery Battalion, 1st Cavalry Division; and Assistant Deputy Director - Operations Officer in the National Military Command Center, Pentagon. As a Company Grade Officer, Bingham served as a Battery Commander during Operation Desert Shield-Desert Storm, 24th ID; Aide-de-Camp to the Under Secretary of the Army;  and Joint Chiefs of Staff Intern, J-5, Office of the Deputy Directorate, Strategic Plans & Policy.


     Bingham is actively involved with his community and serves as an Elder at the Fairfax Church of Christ, as well as, Homeowners Association President for Victoria’s Landing.  Bingham holds a MA in Communications from Johns Hopkins University, Baltimore, MD, and MS in Public Administration from Central Michigan University.  


Responsibilities:

The VP for Communications collaborates to develop and implement an effective communications strategy based on key stakeholders and target audience. Manages the ROCKS Inc. Quarterly Newsletter; provides oversight of National Board written communications, publications, press releases, website content, annual reports, speeches, and marketing material. The VP also responds to media inquiries, arranges interviews, and acts as a spokesperson for the organization to include maintaining records of ROCKS Inc. media coverage and collate analytics and metrics. 


 










The ROCKS, Inc. is a tax-exempt non-profit organization under Section 501(c)(3) comprised of ROTC and Military Academy Cadets, active duty, reserve component, commissioned officers and active duty or reserve component warrant officers and Department of Defense GS12 and above civilians. The organization was formed to provide mentorship, professional development and social interaction to strengthen the officer corps. In addition to the R.C. Cartwright Scholarship Fund, the "Leadership Outreach" program provides the opportunity for teams consisting of ROCK members to visit Historically Black Colleges and Universities (HBCUs) to provide professional career development guidance to ROTC students.
